I have reinstalled CiviCRM 5.13.5 and imported an old database with Worpdress 5.1.1

The CiviCRM menu fails to load and in the apache logs I noted that files in wp-content/uploads/civicrm/persist/contribute/dyn are denied by the server.

This includes the file crm-menubar.XXXXX.css

If I disable the .htaccess file in wp-content/uploads/civicrm/persist/contribute, then the menu bar loads properly.

The contents of the .htaccess file are:

<Files "*">
  Order allow,deny
  Deny from all

Is this `.htaccess` file necessary?
If so, then how can I ensure that apache serves the needed files in the `dyn` folder for the menu to work?
