The program is Open Source, so it is available everywhere. When you download CiviCRM at https://civicrm.org/download/list you can also download the Localization files. All those strings should be in transifex (and compiled in the .mo files). Switch in English language. In "display preferences" you will find the un-flaged contribution field. Flag it and return in Italian language. You will see that it works. I do not know what the reason is, but it works. "...a buon rendere!" ;)

It's not really an answer, but I did fiddle around with things enough to break it into working again. I ended up dumping the DB to a backup, dropping both new columns, civicrm_price_field_value.help_pre_en_US and civicrm_price_field_value.help_post_en_US, then changing the DB version back to 4.7.9. I then re-ran the upgrade and got a "Table already exists" ...

You can't do it right now using UI. It's a known limitation. cf. https://issues.civicrm.org/jira/browse/CRM-10006 It's not a high priority bug right now (not scheduled for a fix).

Yes, it's a know limitation. The language used is the language of the cron job. If you manually launch the scheduled task with the proper language, you should be able to send in the proper language. The way we intend to solve it is to add some option to tell in which language we want the mailing to be send - cf. https://issues.civicrm.org/jira/browse/CRM-...
