CiviRules + emailapi extension. Scheduled reminders is too inflexible as you can't control the criteria - with CiviRules you can build in whatever conditions you like. Looks like you'd need to add a new "CRON trigger" to CiviRules for recurring contributions but we already have that for activities and for memberships so would be pretty easy to do ...

If the email content will include text and contact tokens than I would suggest to create mailings and use civicrm recurring mail extension to setup as recurring.

Schedule reminders add an activity type of Reminder Sent so you can use any activity report and filter on that. Use the Activity Details Report or Extended Report - Activities.

You need to have a cron job to run your Scheduled Reminders if you don't want to have to do this manually

Unless writing an extension implementing token processor its not possible to fetch the participant id in reminders.
