I don't think we can modify this limit from the UI level as it is hardcoded to a value of 10 here. Good question. There is probably no explanation except that the developer who implemented it called it this way. Maybe by mistake. If you feel this is wrong you can file an issue and if you have technical expertise you can fix it.

It is a great idea. Using CiviRules, you could get a good bit of the way there out of the box. To set the soft credit though, you would need to (or pay someone to) write some code -- you'd have to code the CiviRule action. For the formula, you'd set the trigger to "Contribution is added." For the conditions, you could have a couple: "Contribution is (not)...

I just published an extension called Soft Credit Custom Fields. As a side effect of what it does, it also allows you to search for soft credit type even when returning hard contributions, which should solve this issue.

There is technically no limit in the soft credit : it's only a limitation in the public form. If it's a rare case i would propose to simply add the missing soft credit using the API explorer : go to menu Support -> Developer -> API Explorer v3 (or v4 but my screenshot is in v3) choose entity ContributionSoft, Action create and set value for Contribution, ...
