How do I get it to run without any parameters? It needs to know when to run, and what to send.

Thanks for the feedback. I don't think my IP is blacklisted. Using the same browser session I am able to make a Recurring Non-Discounted Contribution. I can also make a One-Time Discounted Contribution. But I cannot make a Recurring Discounted Contribution without encountering the Access denied screen.

Has anyone built an extension to help with this import? It would seem like an excellent one to have with proper user documentation.

I am using FlexMailer 1.1.1, and Mosaico 2.4.1592820024. Settings - Outbound Mail: [ mail() ] Recipients: Somehow the test group was empty. That would explain a lot. Now that I have refilled the test group, mailing does function when I go to Schedule Jobs and hit Execute Now for process_mail. Considering that I'm still getting a "Cron Not Running - No cron runs have been recorded" message, I believe that cron is not kicking off. Was there something wrong with my syntax?
