What you describe is exactly what I observe at dmaster.demo.civicrm.org. Steps Run Search and select some contacts. Choose Email/Send via CiviMail On the next screen I see the Unsub Group

I would suggest using the GDPR extension to manage group subscriptions. The extension will provide finer grained control of which groups are displayed and how they are shown to subscribers etc.
